This quote is 100% false. I said that 80% of the unsheltered homeless have "substance abuse disorders," not heroin/opioid addictions. You can literally watch the tape of the show and see your quote is a fabrication. But nice try! Maybe next time!
Quoting navigation team estimates as solid fact, is also not correct. The team interacts mainly with people in camps, not the entire population of homeless people in the city, so your info is not accurate.
In addition, no one can say a person has a substance use disorder unless they are qualified to diagnose and have performed an assessment for substance misuse. So unless the navigation team assesses every single person being evicted, their own info is summed up to a guess.
