      My other neighbor had his electricity turned off and is, quite shamelessly, running an extension cord from the basement up to his 3rd floor apartment. He isn't home, hope the landlord doesn't show up.

      Update: There is an extremely bored cop standing in hallway. She is playing candy crush on a cellphone. I asked if she needed the landlords number, she said "thanks, but I'm fine. I'm going to be here awhile."
