Haven't read enough Althusser to comment, but Foucault absolutely discusses how parental authority is historically constructed.

...the neoliberalism that (I assume) the person would abhor. Instead they have provided the formula for the capitalist in a permissive society. There is no real rebellion in Foucault but a desperate strategy to turn power against itself for a very brief time.

If you read Foucault as tho he is against discipline you have wildly misunderstood.
