No. That would be ice hockey or lacrosse. Check out Mexico or Senegal’s ice hockey programs. Oh, wait, they don’t.....
Ice hockey is by far the most expensive sport to play. Not only do you need to replace equipment constantly, but a kid sometimes needs to spend $5000+ for new equipment every few years!

Those “clubs” and “ elite” travel teams were started, primarily independent of rec leagues by parents and private citizens. Anybody can start an AAU program if they can find enough people to participate. It doesn’t guarantee the child will become a pro...
No one is saying it will guarantee anything. But no kid is going to go on to the national team from playing rec ball. To make the national team you will need to play against the best competition and get the best coaching. That isn't happening at the rec level.
