it definitely is an English, specifically middle-to-upper-class English, thing and probably has to do with reconciling how hugely the motif of social levelling figures in the eschatology of the official religion with the fact that a social heirarchy exists and wants to persist

got to square that circle somehow, thus absurdities like mastering the art of the "humblebrag" so that one can pull social rank as needed without having to be seen engaging in anything as vulgar as straight-up bragging
