I'm not the President of the United States with the power and resources of the US government under my influence. My suggestions are meaningless. Doing something about this is HIS FUCKING JOB. I can *suggest* a few things - none stand any chance whatsoever of having any result.

That the US constitution specifically states that one of the duties (i.e. part of the job) of the President is to present to congress, for their consideration, any measures the President deems necessary to the good governance of the country.
