I think they mean “before Obama”. Trump’s main priority seems to be erasing Obama’s record. But its a dog whistle phrase that is defined by a person’s own mind - so it could mean “before FDR” or “when Leave it to Beaver was on TV”. Either way it’s BACKWARD thinking. Deplorable.
