Why should the people and taxpayers of America be bailing out poorly run states (like Illinois, as example) and cities, in all cases Democrat run and managed, when most of the other states are not looking for bailout help? I am open to discussing anything, but just asking?

Has nothing to do with appreciation. The problem is that state and city governments have given in to the pressure to pay more and more salaries, benefits, and especially retirement packages that they cannot pay for. So, this poor planning has come home to roost.

I do not think that the States should be bailed out, they should be responsible for putting away money for a crisis.
The other problem is that some State will remain closed if they think that they are going to get a bailout!

Southern states are historically Democratic. They were raped by politicians for many, many years. This created poverty that was very deep and wide spread. For example, WVa and Ky were rich in coal, gas and lumber. The wealth was exported by corrupt Democratic politicians.
