There's a reason the right is leaning heavily on the report alleging no crimes were explicitly mentioned but making sure not to connect that with the fact that the report said it wouldn't define things in that manner because of policy and inability to defend against accusations.

Mueller lays it out in the report, if it could've cleared him it would've done. Mueller realized that this should be litigated above the level of DOJ because an Executive looking out for itself needs to have a coequal authority litigating this. He's shown willingness for abuse.
