How about a cap on clip capacity, muzzle velocity, round size, whether similar models are used by military or law enforcement, rate of fire? Y'know, defining features of powerful guns?

1st of all, you reveal yourself as not informed on guns. Its not "clip" its "magazine". Round size ranges from .22 to .50, those are pretty standard. The military uses fully automatic rifles that can be selected to semi-automatic. Police use semi-automatic, as do citizens.
