Is there actual proof that Hillary paid the dossier. or is this more lies from Fox News to demonize Democrats and the Clintons?

There's proof. It was mentioned on the FISA warrant application that it was paid in part by the RNC during the Republican primaries and then payments were taken on by the Clinton team. But, it's not the basis of the investigation. That part is false.

During Christopher Steele's investigation, he came across multiple acts that led him to believe that there was a crime in progress, so he reported it to the FBI.
