That Newsweek article is fake news! The Free Beacon had nothing to do with the dossier! They funded oppo research that had nothing to do with Russia and it ended months before Steele was hired by DNC/Clinton to START work on the dossier! Those are the FACTS!

Of course primary candidates do oppo research on their opponents! But what does that have to do with the dossier? The dossier was 100% the work of Steele and he was not hired until AFTER the Repubs stopped paying and the Dems started paying Fusion. No dossier existed before that.
