What is being done today (and by whom) to help those who are in the evacuation zone and can’t afford transportation options? Are school buses being mobilized?

Is there any federal coordination/planning at all when so many are in a mandatory evacuation area, & many inland areas in different states subject to flood danger? Asking for 20 million storm watchers in the Mid-Atlantic.
