“Any” senator can’t, though, unless VP Harris reclaims the priority recognition power seated in her by the Constitution. She can then recognize any senator to move and second a bill.

And that article also explained: “The rules say any senator can do what Schumer did Tuesday but senators typically don't take these extreme steps because doing so regularly would shut down the Senate.” Having the VP reclaim her presiding power would eliminate that issue.

The Senate has been shut down. And, in effect, the House as well. Beginning with @BarackObama's first inauguration. When @senatemajldr declared @POTUS44 would be a one-term President.
