True. But case will come down to a question only he can answer, i.e., what was in his mind at crucial times. If he doesn't testify in Senate, Ds will say 'what are you afraid of? HRC, Comey, etc, testified under oath; why not you?'

One scenario is that Trump testifies live, on camera, and his state of mental decline is apparent and irrefutable. Thus the 25th Amendment is triggered. Trump saves face by blaming his aging brain, congressional Repubs and Cabinet members ditto.
