What chat apps have figured out “progressive media” uploads? I almost always would want to receive a tiny version of the image / video *instantly* that upgrades itself over time. Think Netflix-like adaptive steaming for image and video.
iMessage seems to insist on sending a perfect version every time...

You would think so 
but iMessage is still amazingly fast. been working on a chat app and nothing seems to compare.
if requires re-encoding the client side is expensive for the sender and server side means not e2e encrypted :-/
