I don't remember the details. It was the result of some discussion between me and

It was a compromise between literal correctness to the Unicode recommendations (which would have left a lot of popular emoji b/w) and Apple-based usage (which would have colored a lot possibly used in text contexts), so mostly based on usage.

I think that's fair. Keep in mind, that section is far from a normative reference, and I think what we did is justified by the "depends on the environment" escape hatch. I think that's how to read the fact that Apple was shipping emoji presentation by default for most emoji.
