As a technical writer I can't fully agree. My job is to listen to the engineer speaking in engineer-speak, then ask them questions (sometimes this looks like interrogation), process the information, and make it understandable for the user. I do think my job is needed :)
Having said that: it applies to the engineer just being unable to explain stuff so that someone not as deep in the field understand. It does not apply to being a pig. There's a difference between "sorry I don't know how to tell this" and "you will never understand, loser".
