This is most easily solved by establishing clear objectives, doing reasonable planning up front, establishing measurable outcomes and then measuring them. Too many organization rely on informal planning, loud opinions, and un-measurable outcomes.

Sometimes more technical managers actually make this worse because they can be led to believe they are the best engineer in the room and know best, rather than relying on planning and data and measurable outcomes.

I'm not sure how well I do this
Since I moved from writing the code to leading the team that writes the code I feel they're leaving me behind. This is exactly what I was trying to get them to achieve 
but what position am I left in to judge the excellence of their work?

The basic principles don't change though. You may not be qualified to judge each line, but you're most likely qualified to judge the solution.

True, but they also have be able to trust the engineers who implemented something, otherwise managers would have to implement everything themselves :) The trick is to be technical enough to ask the right questions, and make time to ask them before approving of something.

“My manager should be technical enough to notice my greatness” Would be another way to phrase this.

I'm not sure I'd phrase it exactly like that. If your manager (or even your peers) have failed to provide you adequate feedback when something didn't go well (or you were unable to accept that feedback) then you may grow an unrealistic feeling of underappreciated greatness.
