      Can't speak for SFPD but high-level: @chesaboudin mentioned PD clearance rates have decreased and he can only work with the arrests that are made (fair point). Let's skip obvious issues with defunding police in this case and talk about liability.

          When a cop arrests someone, they take on liability. If cops feel that no justice is occurring post-arrest, the liability outweighs the possibility of solving the actual problem. Not charging, or inadequate charges/sentencing makes this difficult, especially for repeat offenders.

          What if subject fights and it results in justified deadly force, people are going to ask why arrest for a crime they knew wasn't going to be charged post-arrest? This is now the case in LA for things like disturbing peace, criminal threats, etc, (mostly) decriminalized by Gascon.

          Ultimately, this results in less arrests/clearances, and less cases to prosecute. It does satisfy the seemingly intended effect of minimizing arrests for these issues, the consequence being a potential increase of them over time (esp w/ repeat offenders).

          The second issue here is re: data. We share stories and anecdotes and try to make arguments around them. Obvious data around crime increases, recidivism, etc, is helpful. But important missing data = public perception (and specifically, perception from victims/911 callers)

          Victims and 911 callers are having their voices drowned out. Shameless plug for @SPIDRTech, that automatically surveys all crime victims and 911 callers to gather quantifiable data around satisfaction, perception, trust of PD/DA.

          Presenting voters with verified data is an honest, productive step in the right direction. I can't predict what the data will say, but empowering 10,000s of victims/callers will evolve this past anecdotal argument for voters. @pmarca said it best, the buck stops with the them.

          I agree with Chesa that best crime prevention is to address the root (poverty/addiction/mental health). Issue is that rehab + deterrence + punishment + community investment need to work in unison or system breaks. Effects of the latter take years/decades to have meaningful impact

          Chesa mentions that the system is broken (agree), but we can't defund police, lower punishment, limit deterrence, slow-roll community investment and expect empathetic rehab to compensate and the system to work.

          Want to add since someone asked: victims of crime in most cities across US often exist disproportionately in low socioeconomic + POC neighborhoods. Important to quantifiably measure their feelings of safety/neglect vs other neighborhoods when determining policy changes.
