Not really. If the transit isn’t available when folks need to use it then all of the other tactics are moot. You’re absolutely correct that we must stop incentivizing and subsidizing driving, but transit availability/reliability in Los Angeles must absolutely also be increased.

Reminds me of waiting for a bus, any bus on a Sunday. Eventually I gave up and pedaled all the way to downtown and was never passed by a bus the entire time. Funny how that works, if I want to go east, I'll see other buses heading west.
