Why do they feel safe? Because mean spirited, self interest and blinding prejudice are a way of life; an overall outlook; fueled by malnutrition, lack of education, crumbling economies and widespread drug use; a deeply taught resentment, if not hatred, for “them people.”

Because no one ever holds them accountable for passing what on its face are clearly illegal laws. This law doesn't stand a chance in hell in the courts - to say nothing of the fact that the AMA I am sure will not support this sort of thing.
