You can drop all players without money out of the game, to continue only with those, who have money or other skills or are usefull for other things.
Time will come, when these rules will be implemented in real life - at least in some areas of the world!

I think anyone who has played this game knows that if all you earn is the basic income provided you will be the first to go bankrupt. I think that is an amazing lesson to be learned that OP has overlooked... or has never played

Also that if you don’t start with a bankroll of 10x your salary you aren’t going to be able to meaningfully participate in the game, and will only get ahead with a massive stroke of luck.

Actually not entirely true. You first have to play the game, second you have to play by the rules, third you have to take turns & roll the dice to earn the moves to reach the goal. Finally you still may land on a space where you get sent to jail and don’t get to collect$.
