No, seriously. Why would a police officer say that a mass murderer "was having a bad day"?
Rhetorical questions. I know the answer, but my mind remains boggled.

The joke-not-joke in newsrooms I worked in was, without fail, stories about white men who murdered had the line, "He was a quiet man who kept to himself."

I still cannot believe the cops said that. Other than because the murderer is white. Asinine. I am guessing we could also say the victims had a bad day.

I believe the police officer was repeating words from the shooter. It was in no way an excuse from the police.

It may well be a regional saying. In parts of the south when one woman might want to criticize another the first might say "Bless her soul" meaning that woman 2 is as dumb as a sack of sand. It might also be the cop's way of blocking his own emotional reaction.

Now that we know that some people deal with a bad day by taking out their assault rifle and assassinating other people, maybe lets make sure that they don't have an assault rifle to take out? It's hard to think of anybody whose days won't be better after we do that.
