People want a solution that deters criminals from doing this in the first place. I believe it's called law abiding.

you can rob a wallgreens, then break into a car, walk down the street and buy fentanyl, then block the sidewalk with your chop shop all in a days work in SF. it would seem like very little effort to curb these crimes that continue to affect all SF residents.
