        Those are the only two pages with colour. Could be an anti-counterfeiting measure by the printer company.

        We've printed docs, scanned them, and OCR'd them in the past to get rid of unwanted data. Worth it with a sensitive source.

        To test your theory, I downloaded the PDF from @theintercept's DocumentCloud, took a screenshot of top RH side & yep, yellow dots. Oh dear.
