One thing I've wanted for a long time: an independent organization I could join, that I could file a report with if my boss asked me to do something unethical. ACM, IEEE, etc. - they all have codes of ethics for software developers, but the codes are toothless without an enforcement body - especially for developers from marginalized groups, for whom a job change is much riskier than for the white guys.
