Not sure if this is consistent with the rest of film, it's a long time since I've watched it
"HAL is emotionally manipulating Dave" is a technically consistent reading of the shutdown scene but the straightforward "HAL is afraid, and regresses to his childhood" is clearly what's intended

I'm less sure about the movie; in the book it was made pretty clear that HAL regressed to his childhood in his last moments of consciousness because most of his memory banks had been taken offline.
