My idea is for YouTube to automatically drop the video quality to the minimum (144p if available) when the video is playing in a background tab

My other idea is for YouTube to have a minimum video quality level of "no video" to save bandwidth and processing power

I've sensed that they were separating audio & video entirely; looks like that is the case, and maybe the mixed formats are for legacy clients.
