My other idea is for YouTube to have a minimum video quality level of "no video" to save bandwidth and processing power

"144p" is a statement of video quality, I didn't realise audio quality was connected to it. So I guess separating the two might be required

IIRC stereo audio is only available at or above 480p. Found that out the hard way trying to upload music without breaking the bandwidth bank.

If YouTube implements a feature to detect playing in a background tab they'll probably make it pause like on phones.
