Unicode doesn't have a concept of string reversal, which means that arguably there is no such thing as a palindrome

Absolutely. Palindromes are toys for English, but may not even make sense in other languages.

Examples of Arabic palindromes I've found (e.g. بلح تعلق تحت قلعة حلب) don't look reflected to me, thanks to ligatures?
