Not sure if it's Unicode's job to define reversal, and reversal itself seems underdefined, but you could reverse grapheme clusters.
Unicode doesn't have a concept of string reversal, which means that arguably there is no such thing as a palindrome

I don't believe Unicode should waste any time defining string reversal. I can't think of a single reason it's genuinely needed or used

Are you confusing that with byte reversal? Any string reversal is possible if you use the correct word size :)
