Trying to figure out whether it's possible to create a Unicode-wide equivalent to ROT-13

Combining accents aren't massively problematic, the accent just ends up on a new character. But not all combining characters are accents
Are some languages made up almost entirely of combining characters? Unicode-aware ROT-13 would have no effect here

Plus, what happens if a future Unicode version extends a block? I guess we need to extend Unicode-aware ROT-13 to compensate

I'm pretty sure that Unicode-aware ROT-13 would require a data table to work, not unlike Unicode's own tables

Depends on what you mean. Korean jamos are all "combining characters". Hindi/Arabic are all heavily shaped.
