Those tags can't have content, so the parser knows not to wait for an explicit </link> or </img>.

The "for some reason" is "there's a ton of content in the wild that puts /> on their start tags and expects them to not self-close".

Or in other words, "a bunch of people were fucknuts, and old browser devs accommodated them". Like every other weird HTML feature.
