For reference: 1MB of input to Base1 yields approximately 2⁸³⁸⁸⁵⁸⁰MB of output (twice that, if using UTF-16)

A decent implementation should be able to produce an optimized zip file containing this output, potentially in reasonable time/space.

Well the first step is obviously to run-length encode the output... which basically recovers the original binary
