I suggest that all Twitter bots should have at least 1% chance of not responding to any given message, to prevent infinite loops

1% is WAY to high. Out of millions of valid tweets, tens of thousands will whiff.

There are much more bots out there than one. Between them, they will easily get millions.

It's really not the end of the world if a bot doesn't automatically respond to literally everything directed at it
