Three-letter time zone abbreviations are mostly hopelessly ambiguous anyway, particularly since nearly all end in "ST" or "DT"

We had a bug once where "BST" was intended as "British Summer Time" but being interpreted as "Bangladesh Standard Time".

Here's an idea, just put the UTC offset? Then I don't have guess what the hell "PDT" is and do two time zone offset calculations

this works for about 6 months and then daylight savings stops/starts and the offset changes
