If people who set intelligence tests are so smart, how come IQ is a totally subjective measurement whose meaning changes year on year

Maybe they're like wine years. "Ah, 2010 was a good year for intelligence quotients"
Maybe IQ measurements make perfect, unambiguous sense, but only to people with higher IQs than me :-|
