If we ever lose a leap second, UTC goes straight from 23:59:58 to 00:00:00, but Unix time goes up by two seconds

@qntm Interesting - thanks! So, If I understand - formulaic epoch+delta without fixup, and so dense; leap tables provide TAI<->UTC mappings? -
