This text makes sense. eg: sentencing someone to community service, or to repaint a wall that has been vandalised. The problem is the interpretation of "as punishment for a crime" to mean "as an incidental part of an unrelated long-term punishment"

I would be completely okay with banning that type of punishment, too, if that's what it takes to end slavery, of course
