what HTML element should I use in prose to simultaneously provide a whitespace section break and also indicate that a screen reader should pause for a moment

I don't know what the defaults are, but CSS aural has pause-before and pause-after properties, so you could put that on a [non-empty] p or a div. I don't know how well supported it is though
