This does still count as a second-order idiot plot ("only works if everybody in the society is an idiot") because the powerful person isn't *in* the society, they are external to it and operating it like a machine

Second-order idiot plots are perfectly realistic as long as there's someone extremely powerful who's heavily invested in the idiotic status quo
