For real, populating The City with thousands of realistic neutral NPCs just going about their day would probably have been difficult to achieve with the available resources, and not massively improve the gameplay, but it was still kind of comical

Especially as the player character's job is to carry physical messages securely from sender to recipient and you never once meet either a sender or a recipient or find out what the messages are about

To be fair you do also spend a decent amount of the game on a roof, where you wouldn't expect a ton of crowding.
