I like this idea because it solves the problem that, in the absence of the (human-run) Foundation, the universe would have ended by now

There is a parallel reality layer of pure Intent caused by the existence of intelligent beings, and it's expressed and used differently in different fictional universes. Sometimes it's called "magic", sometimes Qi or Nen, or Divinity, and sometimes you get SCPs I guess

This is pretty similar to djkaktus's take on the administrator in The Way It Ends. He was once human but used anomalies to turn himself into a kind of God, and now makes new anomalies in order to force the foundation to expand and advance itself, thereby bettering it.

The O5's are perpetually stuck. If they contain the new anomalies, then they strengthen the foundation, thereby strengthening the administrator. If they don't contain the anomalies, billions die. The administrator is a cancer, but the O5's appear to be the cancer, hence conflict.
