To be clear, he is actually using vehicles when possible, but I'm probably not going to actually make this explicit in the story as it would be a little surprising and jarring at this late stage

I thought the implication was twofold: 1) that the local environment was full of Weird, Awful Stuff that would get in the way, making cars hard to use. 2) motor vehicles are loud and not typical for infectees, which would make a car a giant "kill me sign" on Wheeler

Motor vehicles need fuel, the fuel supply infrastructure is no longer functioning, I would assume that even the gas in the tank of whatever car he manages to commandeer will only get him so far.

But since nobody else is making use of the gas stations they would still be fully stocked, he just gotta find a way to suck them out if the pumps aren't working.
