Okay what do I have to do to make it so that Python warns me when I accidentally declare a brand new variable and do nothing with it, versus what I meant to do, set the value of a variable with the same name in the enclosing scope

I believe pylint does this automatically: https://www.pylint.org/ It's on by default in IntelliJ, and should be easy to add to other IDEs.
