A temporary speed limit could be introduced for a day due to road works. Speed limits can change from minute to minute on smart motorways. GPS lookup could fail or the data could be incomplete. It could be a private road. The driver must be able to read signage with their eyes

It's because algorithms are autistic. (I have autism myself.) The car is unable to parse the social context of driving on the road and will do exactly as asked.

I think it may go deeper than that. The Tesla may not understand that the speed limit isn't a request. You don't HAVE to go that fast. The sign doesn't imply that it's safe to go that fast right now

A couple of things to clarify: the Tesla they used was using the origins Mobileye autopilot system which recognized and used speed limits. Tesla switched to their own system in 2016 which does not use speed limits currently.

The current system uses GPS and road data to limit autopilot speeds on non-freeway roads to max. 10km/h over map data speed limit. The autopilot system relies on camera vision and not maps to navigate, move through construction zones etc so can work anywhere (mostly!)
