The same qualities that make a strong male character.

Leadership. Wisdom. Independence. Loyalty. Honesty. Strength. Sincerity. Care for others. All the qualities that make you feel confident in trusting that person to do the right thing whatever the situation might be.

These qualities do sound a lot like they are meant for »good« characters, but they fit the same way for »evil« or »neutral« characters. It's just that the values and goal of these characters are not aligned with the reader's so you will see their actions from a different pov.
