I used to say "agency" but a better description is a narrative that shows, engages with, and is shaped by, what she cares about. Basically "more about what she feels about anything, than what other people feel about her".

I mean, that's not about the character, you can do that for any character however passive. It's about the story showing that character. But I think that's closer to what was lacking when people complain about a lack of strong female characters.

String characters are cheap and fake. I want weak, flawed characters I can relate with.

I think you, and perhaps the media you're criticizing, are conflating the feats/ability of a character to a character's strength as a relative element of storytelling. A character that you could relate with and cheer on is "strong", while character you don't care about is "weak".
