http://qntm.org automatically strips tracking parameters from incoming URLs. For example https://qntm.org/destroy?utm=blah … automatically redirects via 301 Moved Permanently to https://qntm.org/destroy . Is this an intelligent thing to be doing?

If you're not using them then it's fine. Coalescing all urls to their canonical version is a common thing to do; it can affect SEO stuff supposedly, and in a complex system it reduces the space of stuff you have to worry about when debugging. So it's neutral at worst.
